Trump overshadows Romney with 'birther' talk

LAS VEGAS (AP) ? Mitt Romney's presidential campaign collided with Donald Trump's "birther" rhetoric on Tuesday as the reality television star hosted a fundraiser for the Republican while claiming again that President Barack Obama is foreign-born.

The debunked conspiracy theory among conservative activists dubbed "birthers" charges that Obama is not constitutionally qualified to serve in the White House. Romney has said he believes Obama was born in America, but he has not condemned Trump's comments.

Democrats contend it's the latest example of Romney's reluctance to confront the more extreme elements in his party.

"A lot of people do not think it was an authentic certificate," Trump told CNN of Obama's birth certificate, just hours before he was set to host Romney's finance event at the Trump International Hotel in Las Vegas.

Such allegations have been repeatedly proven false. The state of Hawaii recently re-affirmed that Obama was born there.

Trump's comments, repeated in several media interviews Tuesday, overshadowed Romney's visit to Nevada, one of a handful of swing states expected to decide the presidential contest in November. Trump also upstaged news from Texas that Romney had collected enough delegates to clinch the Republican presidential nomination.

Romney did not address the issue directly at separate events in Colorado and Nevada, but on Monday night he told reporters aboard his campaign plane that Trump is entitled to his opinion. Even as Trump-related criticism from Democrats and Republicans intensified in recent days, Romney showed no sign of distancing himself from the polarizing figure.

"I don't agree with all the people who support me. And my guess is they don't all agree with everything I believe in," Romney said. "But I need to get 50.1 percent or more. And I'm appreciative to have the help of a lot of good people."

The birth question wasn't brought up at the Las Vegas fundraiser, and Romney spoke highly of Trump's efforts on his behalf.

"Mr. Trump, thank you for letting us come to this beautiful hotel and being with so many friends," Romney said. "Thank you for twisting the arms that it takes to bring a fundraiser together. I appreciate your help."

Trump remains popular among the conservative base and boasts ties to deep-pocketed donors. The Las Vegas event was expected to raise $2 million, but Romney's ties to Trump extend beyond that single fundraiser. He has recorded automated phone calls for Romney, hosted a fundraiser for his wife, Ann, in New York, and pressed the candidate's case as a television surrogate.

When Romney's campaign plan arrived at the Las Vegas airport Tuesday, it parked within sight of Trump's plane ? the businessman's name emblazoned on the side in large gold letters.

Former House Speaker Newt Gingrich, once a rival for the GOP nomination and now a Romney supporter, suggested that the Trump issue will not derail Romney's campaign.

"Gov. Romney's not distracted. The Republican Party's not distracted," said Gingrich, who attended the Trump fundraiser. "We believe that this is an American-born job-killing president. Other people may believe that he was born somewhere else and still kills jobs."

The Obama campaign released a video Tuesday criticizing what it considers Romney's unwillingness to stand up to Trump and the more extreme elements in his party. There have been other examples in recent weeks that underscore Romney's delicate push to win over skeptical conservatives while appealing to moderates and independents who generally deliver general election victories.

"Mitt Romney's continued embrace of Donald Trump and refusal to condemn his disgraceful conspiracy theories demonstrates his complete lack of moral leadership," Obama's deputy campaign manager, Stephanie Cutter, said in a statement. "If Mitt Romney lacks the backbone to stand up to a charlatan like Donald Trump because he's so concerned about lining his campaign's pockets, what does that say about the kind of president he would be?"

While Trump asserts that the matter of Obama's birth is a "good issue" for Romney, conservative commentator George Will questioned the "cost benefit" of Romney appearing with Trump.

"The cost of appearing with this bloviating ignoramus is obvious, it seems to me," Will said Sunday. "Donald Trump is redundant evidence that if your net worth is high enough, your IQ can be very low and you can still intrude into American politics. ... Again, I don't understand the benefit. What is Romney seeking?"

Trump revived the false claims about Obama's birthplace late last week, citing a story about a literary agency that mistakenly listed that Obama was born in Kenya.

While Romney briefly addressed the issue Monday, senior aide Eric Fehrnstrom declined to condemn Trump's remarks in a recent interview.

"I can't speak for Donald Trump ... but I can tell you that Mitt Romney accepts that President Obama was born in the United States," Fehrnstrom said. "He doesn't view the place of his birth as an issue in this campaign."

PSA levels in previously tested and untested American males: what ...

Posted on by Sitemaster

In a poster to be presented at the upcoming annual meeting of the American Society for Clinical Oncology (ASCO) on Sunday, June 3, Allen et al. have compared the PSA levels of previously tested American men to the PSA levels of American men whose PSA level had never previously been assayed.

The data were collected from participants in a recent cohort of the population-based National Health and Nutrition Examination Survey or NHANES study, which accumulates a wide range of health-related information and blood specimens from a nationally representative sample of the entire U.S. population.

In the current study, Allen et al. were able to collect a variety of relevant data as well as blood samples from 3,980 men, all aged between 40 and 69 years of age and surveyed between 2003 and 2008:

  • 2,078 men had had at least one prior PSA test (?screened? patients)
  • 1,902 men had never had a prior PSA test (?unscreened? patients)

The men were stratified by age group (40-49 years; 50-59 years; and 60-69 years), and their PSA values by age group are shown in the table immediately below:

Allen et al. were able to use the accumulated data to demonstrate the following:

  • Increasing age was associated with a higher probability of a prior PSA test.
    • Only 25 percent of men in the 40-49 year age group had had a prior PSA test.
    • 56 percent of men in the 50-59 year age group had had a prior PSA test.
    • 72 percent of men in the 60-69 year age group had had a prior PSA test.
  • Screening rates were higher among
    • Men with a known family history of prostate cancer (68 vs. 50 percent) compared to those with no family history
    • Men with health insurance coverage (58 vs. 21 percent) compared to no health insurance coverage
    • Caucasians (59 vs. 44 percent) compared to non-Caucasians
  • No significant differences were observed in the relative PSA values of screened vs. unscreened men when stratified by age, by family history, by race/ethnicity, or by health insurance status.
  • Very few men under age 60 years had a PSA level > 10 ng/ml.

These data are inherently interesting, but it is difficult to know exactly what to make of them other than to say that they confirm that the PSA test is not exactly a definitive test for risk of clinically significant prostate cancer in population-based cohorts of individuals.

It does seem highly likely, based on these data, that many men never get an initial PSA test until they qualify for health insurance under Medicare ? given that only 21 percent of men without health insurance had had a prior PSA test and that 72 percent of men in the 60-69 year age group had had a prior PSA test (compared to much lower percentages in the younger age groups).

Nigeria oil bill waters down its reforms

ABUJA (Reuters) - Nigeria's long-awaited oil law, when it finally comes, looks likely to be a botched job that gives favourable tax terms to foreign oil firms while doing little to satisfy calls for transparency and reform of a corrupt and wasteful sector.

A new draft of the long-awaited Petroleum Industry Bill (PIB) is close to being finalised, potentially ending years of uncertainty that has blocked billions of dollars of investment.

Licensing rounds, contract renewals and investment have been put on hold for five years pending the new bill to regulate Africa's top oil and gas industry. Passing the bill will allow such work to resume.

But provisions that would have forced the government to publish how much oil it pumps and all the payments it receives from oil firms - in an industry where secrecy is blamed for corruption - have been stripped from the bill.

"I expect the petroleum industry to be happy. I expect many Nigerians to be upset," said Pedro Van Meurs, an oil and gas expert who has consulted with the government on the PIB.

"Transparency provisions related to corporate income tax, hydrocarbon tax and production sharing were deleted. This should be a source of concern."

The PIB is meant to change everything from fiscal terms to overhauling the Nigerian National Petroleum Corporation (NNPC). Its comprehensive nature caused years of disputes between lawmakers, ministers and oil majors.

The latest copy proposes some changes that will improve transparency: keeping royalty payments secret will not be allowed, for instance. Oil company profit taxes proposed in the bill are also in the public domain for the first time.

But it does not require disclosure of oil sales, of other taxes like income and hydrocarbon tax, nor of payments to the government, including signature bonuses. Openness on such subjects is vital to clean up the energy sector, say campaigners.

President Goodluck Jonathan commissioned a task force in January to fast-track a new copy of the PIB, which makes the passage of this condensed version more likely, even if the national assembly debate on it takes a while.

"Passage of any piece of legislation brings a level of certainty to the industry that has been absent for years," said Gordon Bottomley, Nigeria analyst at Ergo, a New York-based advisory firm that has been closely tracking the PIB.

"(But) the re-organisation of ... Nigeria's oil and gas industry is going to be far from painless. And this bill, in terms of transparency, appears less than desirable."

NEW POWERS FOR MINISTER

The bill also gives the oil minister new supervisory powers over all industry institutions, including a new regulator to police downstream and upstream, raising concerns about checks and balances. Lawmakers had rejected drafts that did this in the past.

It says anyone who "interferes" with the minister will be fined or imprisoned. And it allows the oil minister and the directors of state institutions to receive gifts, which will not please civil society groups calling for an end to graft.

Foreign oil companies like Shell, Chevron and Exxon will be relieved that tax changes are more favourable compared with previous versions. This could be a sticking point with lawmakers seeking a better deal for Nigeria.

Analysts say that the taxes foreign firms pay on profits onshore, which will be published under the PIB, will amount to a big cut from the taxes that are now levied in secret.

Furthermore, the cut will apply both to existing fields and to new fields, unlike in earlier versions of the law which cut taxes only on new fields, the analysts say. Van Meurs says the government could lose 20-50 percent of its tax revenue per barrel on existing assets.

NATIONAL OIL COMPANY

Detail is thin on plans to partly sell off the mismanaged NNPC, seen by experts as the biggest barrier to progress.

Nigeria exports some 2 million barrels per day (bpd) but could double that with a better-managed state oil firm able to pay for its share of joint ventures, foreign oil majors say.

NNPC was last month described by parliament as "answerable to no one" in a probe into a $6.8 billion fuel subsidy fraud. It is accused by oil traders of owing billions in unpaid bills.

The NNPC rejects allegations of corruption or insolvency.

The PIB proposes a new National Oil Company (NOC), which will within three years be partly listed, in theory leading to much-needed accountability.

But the PIB isn't clear on what assets the NOC gets. The old NNPC would still exist and keep joint ventures and production sharing contracts with oil majors, which cover the majority of Nigeria's known oil and gas reserves, for an indefinite period.

"For arguably the most important element of the bill, it is worrying the section on NNPC is both brief and vague," an executive at an oil major operating in Nigeria said.

There is also no domestic gas pricing in the bill, which is key to unlocking the world's seventh largest gas reserves.

Left in doubt are onshore licenses Oil Minister Diezani Alison-Madueke is in the process of renewing. She signed a 20-year one with Exxon worth trillions of dollars in February and has promised to do the same with Shell and Chevron by June.

It has not been made clear whether they will include clauses exempting them from the PIB, in which case a huge portion of the oil business would not be governed by the new bill.

"It's meant to be single framework for everything in oil and gas. If you are going to have it but then do a special deal for, say, Exxon ... That would be a huge departure from what the bill was meant to be," said Antony Goldman, head of PM Consulting.

E3 Rumor: Sony Partnering With Cloud Gaming Provider | TechCrunch

According to a very short, very rumor-filled VG24/7 piece, Sony is looking at adding cloud-enabled gaming to the PlayStation line, presumably in the form of an Onlive or Gaikai partnership.

Given that we won?t see much new this year at E3 ? aside for official Wii U availability and perhaps (just perhaps) whispers of next gen Sony and Microsoft consoles, this bit of news could carry the show. The Vita is powerful, to be sure, but it?s hardly nailing it in terms of game availability and to be able to play a game on the handheld and then pop over to the console is pretty compelling. Presumably the console can also act as a conduit for a definitively more interesting gaming experience.

Whatever Sony chooses to do, I?m actually not expecting anything in the way of blockbuster news this year, which is, in the end, just fine. The next generation consoles have to make a huge splash next year and the more fully baked the concepts the better.

Timothy Lee, a former Cato scholar, catches a clue:

In 2008, I wrote a paper for the Cato Institute questioning the need for network neutrality regulations; I argued that the Internet?s decentralized architecture made it inherently resistant to mischief by broadband incumbents. While I?m still skeptical about the wisdom of network neutrality regulations, I?ve become more concerned about the state of the broadband market in the four years since writing that paper.[...]

What changed my thinking was less the theoretical arguments set out in that piece than it was a sequence of developments in the telecom marketplace, all of which forced me to reexamine my own assumptions about the state of US broadband. [...]

He goes on to point out what?s been pretty obvious since well before 2008: the phone and cable monopolies control delivery of Internet to households, and if their infrastructure doesn?t support fast Internet service, they won?t make it any faster if they can get away with it. It takes a serious devotion to confabulation to see a free market and good intentions when your own lying eyes see nothing but a duopoly and the desire to milk every penny out of the customer.

Here?s a case in point: Comcast, which is subject to net neutrality rules, is nevertheless prioritizing traffic on its own Xfinity video streaming service over traffic from services like Netflix and Hulu. That traffic goes on a ?separate lane? from other Internet traffic, and, more importantly, it doesn?t count against the Comcast subscriber?s monthly cap. That?s exactly what net neutrality advocates warned against in 2008, and what our man from Cato poo-poohed, and Cato is still working to weaken the FCC?s enforcement powers to stop Comcast from exploiting its monopoly.

I?m glad Lee is finally learning that we have a problem with our Internet infrastructure, but in the time since he wrote that piece for Cato, we?ve been slowly losing ground to other countries (we?re 8th or 15th in the world in broadband penetration, depending on how you interpret the numbers) and the cable monopolies have been devising ever more clever ways to retain the profits they?re losing from cord cutters, no thanks to believers in free market fairytales like him.

How Can You Earn Extra Income By Working For Businesses Online

If you are looking to earn an extra income online, by working for a business, there are two basic options. You may find businesses that offer outsourcing services to companies. You also may work as an independent contractor and offer your own outsourcing services. Here is a closer look at both options.

Many services need people to work for their outsourcing company. If you have talent with writing, accounting, or work that can be done from the computer, you may qualify to work for these services. Most of the time, when you work from home via the Internet, you will not be an employee of any company. You are essentially working for yourself. However, there are situations where a service will hire you and you can do your work from home.

If you have experience with typing or computer related services, you may wish to approach businesses and offer them your services. This can be a hit and miss type of arrangement, but you may find some lucrative jobs this way. However, you are probably better off searching the Web for people interested in your skills.

Check with local businesses and especially the employment section of your local newspaper. Some businesses may be looking to outsource some of their labor. Outsourcing is becoming a popular way for many businesses to have work done.

When a company outsources labor they do not have to hire employees and pay them job related benefits. For example, there is no sick pay, vacation pay, or health care benefits to pay out. In some cases, companies can eliminate an entire department and the savings can be enormous. This can provide the perfect opportunity for the stay at home parent that wants to earn an extra income online. It also can be a very good opportunity for students or retirees looking to earn and extra income online.

One of the best ways to find outsource work is the Internet. An online search will show you many different employment sites. Many of these sites have listings of businesses that are looking for outsource labor. You can search many of the job postings on many different sites. However, you may choose to advertise your services on these sites. This may improve your chances of finding work considerably.

The Internet is perhaps the most lucrative area to look because you have so many opportunities. Your odds of finding outsource work on the Internet are very good. If you search locally you are limited on your possibilities. There may be a few jobs, but the competition may be fierce. However, when you utilize the power of the World Wide Web, you may find work from all over the country or the planet.

If you are looking for ways to work for businesses via the Internet, you have options locally and worldwide. Remember, if you are not an employee of a company you must take care of your own taxes. You are essentially a business owner and will need to keep track of all your business related expenses when you earn an extra income online.

UPDATE 1-Renaissance unit Topaz inks phase one of debt plan

Sun May 27, 2012 12:11pm BST

* Topaz signs $203 mln loan deal as part of refinancing plan

* 7-yr deal, secured against shipping vessels - source

* Phase two of $330 mln plan expected later in 2012 (Adds detail, share price)

DUBAI, May 27 (Reuters) - Topaz Energy and Marine, a unit of Oman's Renaissance Services, has signed the first phase of a $330 million refinancing loan agreement with banks, its parent said in a statement to the bourse on Sunday.

The plan totals $203 million and was arranged and financed by Standard Chartered, DVB Bank and First Gulf Bank, the statement from Renaissance said.

The transaction is a seven-year shipping finance deal, secured against the company's vessels, a banking source familiar with the transaction said. The source, requesting anonymity, added talks were ongoing with three to four other parties about joining the facility.

"Stripping out the engineering unit into a separate company was a good move. The marine part has got healthy cashflows so we're comfortable backing it," the source said.

The plan will refinance Topaz's existing borrowings and releases $60 million in trapped equity.

Topaz operates mainly in the Middle East, North Africa and Caspian Sea region, running a fleet of 100 offshore support vessels.

A $57 million second phase is planned for later this year, according to a Chairman's Report on first-quarter results, and Vishal Goenka, Renaissance group's chief financial officer said that international and regional banks were interested.

United Arab Emirates - based Topaz appointed banks in November to lead the refinancing initiative.

It was hit by a $2.9 million fraud scandal last August, and prior to that, in March, forced to pull a London listing amid valuation concerns and regional unrest.

The company originally said it was seeking $380 million for refinancing, and expected the deal to close by the end of last year.

Its operating profit fell to 5.8 million rials ($15.06 million) in the first quarter, from 8.8 million rials in the prior-year period according to financial statements.

Shares in Renaissance ended 1 percent lower on Sunday. The stock is down 5.5 percent this year, after slumping over 50 percent in 2011. ($1 = 0.3850 Omani rials) (Reporting by David French and Rachna Uppal; Editing by Dinesh Nair)

Car types and auto insurance rates | Automotive - ogorcof's posterous

The majority of car owners seem to get surprised when they learn about different insurance rates for various vehicle classes. From their perspective, it?s not important whether it?s a small car or a hot rod as long as they have a good driving record and don?t get in trouble in traffic. However, for auto insurance providers it?s a whole different perspective and they will charge you with different premiums depending on the type of car you?re trying to insure. Thus, it?s good to bear in mind the following characteristics of each car type and make your decisions correctly if you want your auto insurance budget to be limited:

Smaller vehicles

Small sized autos are generally quite cheap and rather comfortable in the conditions of a big city with heavy traffic. Usually having low engine volumes, top speed, being stolen quite rarely and inexpensive to handle at repair these cars are very economic. However, insurance can sometimes be a bit costly for small cars because they tend to get damaged very bad during accidents. The laws of physics aren?t on small cars? side during collisions because the smaller object tends to get the most damage regardless of the safety features the manufacturer has included. Because of this, there are more costly claims with such vehicles, and the insurers respond with respective pricing.

Medium autos

These cars are typically recognized as the safest and the cheapest to insure. Sure, it depends on the particular make and model, but the general rule is that these cars are quite safe, have low repair costs and theft rates, and tend to get damaged much less than smaller vehicles during an accident. So, you will usually get the best auto insurance rates for this car type.

Large vehicles

Large cars and SUVs are certainly very comfortable and give you a whole different perspective in traffic. However, it?s the size that we all love that can be a problem with these vehicles. Because of their size and increased mass as compared to other vehicle types SUVs tend to produce more damage during accidents, especially when there are other cars involved. The third party liability cover with an SUV is usually higher because the other car tends to get damaged quite bad and there are likely to be injuries as well. Add up the higher repair costs for such vehicles, and you?ll understand why SUVs are usually more expensive to insure.

Sports cars

Such cars are an advantageous option for car buyers since they are both cool and cheap. But when it comes to insuring a typical sports car, you will actually have a hard time finding cheap auto insurance because insurers tend to classify such cars as high risk. Increased top speed, engine volume, elevated theft and accident rates as well as the likelihood to produce a very serious car crash all contribute to expensive auto insurance rates for sports vehicles.

Exclusive and expensive cars

It shouldn?t come as a surprise that expensive luxury cars will cost more to insure than other car types. Yet, it?s not because they are costlier to purchase ? insurers have other reasons to charge higher rates for such cars. First of all, they are typically very expensive at repair, often requiring exclusive and overpriced repair parts that are hard to find in an ordinary repair shop. Moreover, such vehicles are often targeted by car thieves and burglars due to their value and exclusivity. So don?t expect to get cheap auto insurance for any luxury car.

Thousands gather for world's largest solar eclipse party (+video)

Solar eclipse party: Even a partial eclipse was enough to draw thousands to Folsom Field in Colorado to see the moon take a bite from the sun.

By Stephanie Pappas,?Space.com / May 21, 2012

Observers gaze up at the annular solar eclipse on May 20, 2012 at a special event held at the University of Colorado's Folsom Field football stadium in Boulder, Colo.

Thousands of people turned their eyes to the sky at the University of Colorado's Folsom Field football stadium here Sunday (May 20) to watch the moon slip in front of the sun to create a spectacular "crescent sun."

The partial eclipse in Colorado occurred during a rare?annular solar eclipse, in which the moon passed in front of ? but did not completely obscure ? the sun. In parts of China, Japan and eight western states, the celestial show created a dazzling "ring of fire" effect, while wide swathes of the U.S., including Colorado, saw a partial solar eclipse.

But even a partial eclipse was enough to draw a crowd of thousands to Folsom Field to see the moon take a bite from the sun. The organizers had billed the event as the?world's largest solar eclipse viewing party.

At times, clouds periodically obscured the eclipsed sun, eliciting boos from the crowd. But when the clouds parted at 7:13 p.m. MDT (9:13 p.m. EDT/0113 GMT) several minutes before the maximum eclipse, it left some in the stadium speechless. [First Photos of May 20 Solar Eclipse]

"I can't think of words," said Bryce Pantoja, 15, who came with his family from the nearby city of Castle Rock to view the solar eclipse.

Astronomer Douglas Duncan, the director of the Fiske Planetarium at the University of Colorado, Boulder, arranged the eclipse-viewing event, mobilizing thousands of specialized solar-viewing glasses for the occasion. About 50,000 pairs ofsolar eclipse glasses?were sold or given to schoolchildren in the days before the event, Duncan told SPACE.com.

What ?Animal House? can teach us about marketing

National Lampoon?s Animal House is over 30 years old yet when the movie runs on premium cable channels it still draws an audience. ?Is it because of the excellent cast ? ?That probably has something to do with it but more likely the reason we like to watch the movie is because it takes us back to a time when we were in college. A time before deadlines, mortgage and car payments. ?People remember moments and Animal House is great at taking us back to moments of our lives that were less stressful. ?Marketers should remember this.

Even if you?re not old enough to associate what it was like to go to college in the 60?s there is a good chance you remember where you saw Animal House for the first time. ?For me it was in a packed movie theater in Yonkers, New York. ?I remember waiting on line and going with two of my best friends. ?To this day whenever I watch the movie it takes me back to that night.

With all the stress living today people often like to look back and remember the ?good times?. ?Products that help them get there make an emotional connection with consumers that all the marketing dollars in the world cannot duplicate. ? Remember, for example, that first cup of Starbucks or that first McDonalds burger ? ?How about the first time you had an Oreo and a nice big glass of ice cold milk ?

To escape stress people often look for products that either make them feel better about themselves or product that takes them back emotionally to a better time when things were easier and less stressful. ? It doesn?t work for every product or brand but establishing that emotional connection is a great way to reach out to consumers.

It all goes back to asking a basic question; ?what are we really selling?? ?Here are some examples;

Remember that consumers often do not make purchases based on logic. It isn?t logic that causes someone to pay a 40% premium for an Apple iMac over a PC it?s that emotional brand connection.

Animal House is a great movie to watch and watch again because it takes us back to a time when were less stressed and the only thing we had to worry about was school or what to do tomorrow. ?Now, more than ever, consumers are looking for ways to help them put the daily stress of their lives on hold and some products can actually fill that need.

One more thing?.

There has been a headline recently, via a press release, that a majority of consumers research products online before purchasing them. ?That is pure bullshit and PR spin. ?I mean is anyone going to really research a new brand of cracker, salad dressing or cereal online before making their purchase ? ?Of course not. ?The bottom line is that there is a direct correlation between the importance of the purchase and how much time someone will spend online researching products. ?Usually the higher the price the more research online.

Italy doctors save baby with smallest artificial heart

ROME | Thu May 24, 2012 10:13am EDT

ROME (Reuters) - Italian doctors have saved the life of a 16-month-old boy by implanting the world's smallest artificial heart to keep the infant alive until a donor was found for a transplant.

The doctors at Rome's Bambino Gesu hospital said the operation was carried out last month and made public this week. The baby, whose identity has not been disclosed, was kept alive for 13 days before the transplant and is now doing well.

The baby was suffering from dilated myocardiopathy, a heart muscle disease which normally causes stretched or enlarged fibers of the heart. The disease gradually makes the heart weaker, stopping its ability to pump blood effectively.

"This is a milestone," surgeon Antonio Amodeo told Reuters television, adding that while the device was now used as bridge leading to a transplant, in the future it could be permanent.

Before the implant, the child also had a serious infection around a mechanical pump that had been fitted earlier to support the function of his natural heart.

"From a surgical point of view, this was not really difficult. The only difficulty that we met is that the child was operated on several times before," he said.

The tiny titanium pump weighs only 11 grams and can handle a blood flow of 1.5 liters a minute. An artificial heart for adults weighs 900 grams.

Amodeo said the baby had become family and his team wanted to do everything to help him.

"The patient was in our intensive care unit since one month of age. So he was a mascot for us, he was one of us," the doctor said.

"Every day, every hour, for more than one year he was with us. So when we had a problem we couldn't do anything more than our best," he said.

Doctors said the device, invented by American Doctor Robert Jarvik, had been previously tested only on animals.

The hospital needed special permission from Jarvik and the Italian health ministry before going ahead with the procedure.

U.S. Senate approves tougher Iran sanctions

WASHINGTON (Reuters) - The U.S. Senate unanimously approved on Monday a package of new economic sanctions on Iran's oil sector just days ahead of a meeting in Baghdad between major world powers and Tehran.

The sanctions add to a raft of punitive measures by the United States and the European Union aimed at shrinking Iran's oil revenues to force it to halt a nuclear program the West suspects is being used to build an atomic bomb.

Iran has said its nuclear program is for civilian purposes.

The new package would extend sanctions to cover dealings with the National Iranian Oil Co and National Iranian Tanker Co, if they are deemed to be an agent or affiliate of the Revolutionary Guards. It aims to close a potential loophole that could have allowed Tehran to continue selling some of its oil using its own fleet.

The House of Representatives passed its version of the bill in December and now the Senate and House must work out their differences in the legislation before it is signed into law by President Barack Obama.

"This bill is another tool that will demonstrate to Iran that the United States is not backing down," Robert Menendez, the Democratic senator who helped craft the legislation, said on the Senate floor.

"Today, the U.S. Senate put Iranian leaders on notice that they must halt all uranium enrichment activities or face another round of economic sanctions from the United States," said Republican Senator Mark Kirk, a co-author of the bill, in a statement. The Senate bill was brought up on Thursday but was blocked by Republicans who wanted some parts toughened up.

BUILD ON BANKING SANCTIONS

Iran, OPEC's second-largest producer, exports most of its 2.2 million barrels of oil per day to Asia, home to its four main customers: China, Japan, India and South Korea.

All four nations have cut back on their purchases, dissuaded by the previous package of U.S. financial sanctions that due to take effect at the end of June as well as an EU oil embargo and a ban on shipping insurance, which take effect on July 1.

The U.S. sanctions threaten to shut out importers of Iranian oil from the U.S. financial system unless they make substantial, sustained cuts to their purchases. Washington has already granted 10 EU nations and Japan a waiver from these measures and is pressuring Iran's main buyers China and India to comply.

In addition to totally banning Iranian oil imports, the EU measures prohibit European insurers from covering Iranian oil exports anywhere in the world, which would leave importers exposed to personal injury and pollution claims. Typically, a supertanker insures against these liabilities to the tune of $1 billion per shipment.

Almost 90 percent of the world's tanker insurance is based in Europe. South Korea will effectively become the first of Iran's major Asian customers to halt purchases from July due to the ban.

The cumulative impact of the U.S. sanctions will be severe, said Suzanne Maloney, a senior fellow at the Brookings Institution's Saban Center for Middle East Policy.

"Right now, both sides are playing a game of chicken - the Iranians want to see how much they can get and how little they can give, whereas Washington and its allies are counting on the looming threat of impending sanctions to elicit more concessions on the part of Tehran," Maloney said.

The escalating Western sanctions, and threats by Israel and the United States of last-ditch military action, have helped to push up world oil prices, compounding the economic misery wrought by debt crises in many industrialized countries.

The U.N. nuclear watchdog chief held talks in Tehran on Monday ahead of a meeting between major powers and Iranian officials this week, but there was no immediate sign of a breakthrough.

During the meeting in Baghdad, the United States, Britain, France, Russia, China and Germany will try and make Iran stop the higher-grade uranium enrichment it started two years ago and has since expanded.

Paul Pillar, a former CIA analyst for the Near East and Persian Gulf region, said any new sanctions could be counterproductive ahead of the talks as Iran may think the West is less interested in a deal than in undermining the regime.

"The biggest requirement now for getting an agreement is not to pile on still more sanctions, but instead to persuade the Iranians that if they make concessions the sanctions will be eased," said Pillar, now a security studies professor at Georgetown University.
