Union says Dublin Bus strike is now ? 99% certain?

In anticipation of possible strike action tomorrow Dublin Bus have announced that no Nitelink services will operate toninght.

In a statement on Twitter the company said that ?due to probable industrial action (whereby) services may not operate tomorrow, no Nitelink services will operate tonight?.

The announcement comes after Siptu transport organiser, Willie Noone, said it?s now ?99 per cent certain? that Dublin Bus drivers will go on strike tomorrow.

?I can?t see how anything is going happen between now and midnight,? he said. Siptu and National Bus and Rail Union (NBRU) drivers at the State company are set to go on strike tomorrow in a long-running row over ?11.7 million in cost saving measures.

An expectation that talks between both sides could take place at the Labour Relations Commission today is receding.

Mr Noone said members of Dublin Bus had already taken pay cuts and had not been given many options regarding the cost savings.

Last night Dublin Bus wrote to all their employees urging them not to engage in industrial action.

If the industrial action does go ahead the strikers will start picketing outside bus garages at midnight.

Public demand for bus services was also expected to be high this weekend with both the Oxegen festival and All-Ireland football quarter finals taking place tomorrow.

The strike will affect an estimated 200,000 public transport users and cost Dublin Bus approximately ?200,000 per day.

The halting of bus services in the capital is also expected to disrupt businesses.

Unions have overwhelmingly rejected a Labour Court supported plan which includes reduced overtime, reductions in bank holiday payments and in annual leave.

Dublin Bus said that they have no choice but to implement the measures in order to stabilise the company?s finances.

A Dublin Bus spokeswoman said that the strike would cause disruption to customers and further losses for the company.

She said her information was that the unions planned to strike and said the company was urging them strongly not to.

?It?s really, really, disappointing, counterproductive and damaging?.

?We?d be hopeful that common sense would prevail,? she said. ?Striking is not going to solve the problem and the financial situation will worsen as a result of the strike?.

She said Dublin Bus was willing to enter talks if they were ?constructive around achieving the savings necessary?.

?Dublin Bus does not have a problem with talking,? she said. ?We?ve had exhaustive talks. We?ve exhausted the industrial relations mechanism?.

The company said that bus drivers? core pay of around ?40,000 per annum would not be cut while management and executives faced pay cuts of 3 per cent to 5 per cent. She also said that only about 25 per cent of drivers opted for overtime.

?We have nowhere else to go. We have met the unions 60 times and were at the LRC seven times and at the Labour Court,? she said.

There are also concerns the dispute may affect train users. NBRU assistant general secretary Dermot O?Leary said Irish Rail members would not stand ?idly by? while cuts were imposed on employees at their sister company Dublin Bus.

Both Siptu and the NBRU have said drivers had lost up to ?250 a week from cuts in 2009 and faced a ?94 cut for each day of the six Bank Holidays they worked per year, along with a cut of ?35 if they work a rest day.

Fianna Fail transport spokesman Timmy Dooley urged Minister for Transport Leo Varadkar to intervene and said an ?act of leadership? was required to bridge the divide.

On Thursday the Minister urged both sides to do everything to agree the necessary savings and avoid disruption. ?Payroll savings are needed to protect existing service levels. There have already been substantial fare increases,? he said.

Exhibit honors Vietnam's heroes from Texas

Jim Cruz made his way through the crowd that assembled in front of a wall of shiny military-style dog tags. He grabbed one, felt it, read the inscription and took a picture of it.

Cruz, 64, was one of dozens who made it to Saturday's premiere of the Texas Vietnam Heroes Exhibit at the UTSA Institute of Texan Cultures, which included state Sen. Leticia Van De Putte and other dignitaries. The exhibit features commemorative dog tags bearing the names of the 3,417 Texans killed or declared missing in the Vietnam War.

?I don't have no hair, but what I do have stands up,? said Cruz, showing goose bumps on one arm and pointing to the memorial with the other. ?Those are the heroes right there.?

Cruz, who retired in San Antonio after 23 years in the Army, first photographed the dog tag of a man he never met, a favor for a woman who previously stopped him to shake his hand and thank him for his service.

?It was of her father. I told her I was going to blow (the photo) up big and bring it to her,? Cruz said. ?Now I'm going to take pictures of my buddies, the ones I was with ... who didn't make it home.?

He said he lost four friends from Texas in the Vietnam War, and 26 total from all over the country.

Each of the people in the memorial is individually represented by commemorative dog tags embossed with the name, rank, branch of service, home of record and date of death. Black dog tags honor Texans missing in action, such as Army Staff Sgt. Manuel R. Puentes of El Paso.

Don Dorsey, a sniper in the Marine Corps during the war, embossed the dog tags with the help of fellow Marine James Hart. It took about 400 hours.

?As I was doing it ... I had to wonder how they were killed,? Dorsey said. ?I got to introduce myself to everyone and learn a little about them. I could relate to some of them from their ages or where they were from. Some I knew from high school.?

?Emotionally, it is a closure we believe a lot of the families and veterans need,? said Jim Cisneros, whose brother, Roy Cisneros, was killed Sept. 11, 1968, defending his platoon.

Roy Cisneros has an elementary school named after him in the Edgewood School District. More than 50 of the district's students died or were declared missing in Vietnam.

Cisneros was awarded posthumously the Texas Legislative Medal of Honor, and Jim Cisneros said his brother's legacy lives on in the memorial.

?It represents the sacrifices of one of the most horrific wars in American history,? Cisneros said. ?What it represents to me is the courage of all of the veterans who sacrificed their lives.?

Albert Martinez, retired from the Navy, came to see the dog tags of two elementary school friends killed when the trio served in Vietnam: Basilio Gomez and Joe Pierce Jr. They were killed within a couple of months of arrival there, Martinez said.

?For me, I know where they died, but I don't know the circumstances,? Martinez said. ?I got their pictures in uniform and medals they won. But this is like holding their own real dog tags ... It's long overdue.?

The dog tags match a set to be entombed next year at the Texas Capitol Veterans Monument. The traveling exhibit was designed by Excalibur Exhibits' Eriq Moquin, whose father served in the Army in Vietnam. Valero helped bring it to San Antonio, its first stop, where it will be on display at the institute through August.

?I think it helps people get closure because they get to touch and feel and see, and tell their grandchildren, 'This was my war,'? said Robert Floyd, chairman of the monument. ?We hope that it will help in healing and let people across the state know that we're not going to forget about these guys.?

Buried deep within the detail of the city of Toronto?s 2013 interim report on homelessness was the revelation that around 16% of those living rough on the streets of Canada?s biggest city said they had served in the military. A spokesman for Julian Fantino, the minister of veterans affairs, was quick to tell us the federal government has a national pilot project seeking former service personnel living on the street. Now Peter Stoffer MP, opposition critic for veterans affairs, has added his voice to the fray. He wants action and he wants it now. ?This is a problem that concerns all of Canada,? Stoffer told QMI Agency, ?and to tell you the truth I was shocked when I read that Sun story. We know there are vets in real trouble everywhere from Vancouver to Toronto and on to the Atlantic coastline but a figure of 16% is just startling. Marvell Reveals Chromecast Uses Armada 1500-Mini

Chromecast is based on Marvell's Armada 1500-Mini.

We already knew that Marvell supplied the SoC for Google's supposed plug-and-play media streamer, Chromecast. Images taken during FCC testing revealed the 88DE3005 "Armada" chip that was presumably a single-core version of Marvell's Armada 1500, aka the 88DE3100. Now we know the actual name of Marvell's solution: the Armada 1500-Mini.

Marvell said that the new platform is designed to support low-power applications such as TV dongles while also delivering high quality audio and 1080p video in multi-screen experiences across mobile devices, laptops and HDTVs. It has a high security grade, enabling multiple DRM solutions like Widevine and Playready, the company said.

When combined with Marvell's Wi-Fi chip, the Armada 1500-Mini SoC provides an easy setup, and plugs straight into a TV's HDMI port. The product page shows a full, dongle-sized solution with Marvell's logo stamped on the shell and an HDMI plug protruding from the front. That said, the company seems to be offering the stand-alone chip to be used in third-party solutions, and a fully enclosed solution that's ready for a customer's operating system.

"I am very excited to see the brilliance of the tiny and beautiful Chromecast. I believe this is truly a game-changing solution to drive the new era of the 'Connected Lifestyle' by enabling easy access to online entertainment for an immersive, interactive multi-screen experience across any smartphone, tablet, laptop and big screen," said Weili Dai, President and Co-Founder of Marvell.

As a reference, the Armada 1500 chip features two Marvell SMP cores clocked at 1.2 GHz, a GC1000 core for 3D graphics, Qdeo video processing, an integrated security engine supporting various DRM schemes, support for HDMI 1.4, and a full suite of integrated peripherals such as USB, Ethernet, SATA and more. An integrated audio post-processor enables advanced audio algorithms such as Dolby, DTS, and AEC for high-quality, multi-channel, and stereo audio output.

"[The Armada 1500-mini] is designed to provide instantaneous and seamless access to applications such as YouTube, Netflix and other cloud-based content, and deliver a ground-breaking multi-screen experience across smart mobile devices, laptops and HDTVs transforming any big screen into a smart and immersive entertainment device," the company said.

Consumers will likely see additional Chromecast-like products on the market using the Armada 1500-mini solution in the near future.

The story: The West used a huge defensive play near the end of the first half and three touchdown passes Friday night to topple the East 32-7 in the 76th All-State football game before an estimated 6,000 at Union-Tuttle Stadium.

However, the game turned on one play.

The West led 12-7, but the East was on the verge of retaking the lead with a minute left in the half. But, East wide receiver Hunter Rasberry of Coweta had the ball knocked from his grasp while running two yards away from the end zone on what appeared to be a sure touchdown.

The West's Terry Harris of OKC Douglass raced from behind to not only knock the ball away, but kill the East's momentum for the rest of the game.

The fact that Rasberry caught the initial pass was also amazing. He was just able to catch it during close coverage and was about to finish the 72-yard scoring play when Harris caught up.

Harris knocked the ball forward and out of the end zone for the touchback.

East quarterback Chas Stallard of Cleveland finished with 157 yards and one TD.

West quarterback Ty Reasnor had two TD strikes and finished with 92 yards passing. Grant Nightengale also threw a TD pass for the West. Trey Knowles had a 1-yard TD run and Grant Newton crashed over from 3-yards to complete the West scoring.

Top performers: Jay Werner of Poteau scored the East's only TD. He caught a 9-yard TD strike and finished with 43 yards on two catches. Rasberry had two receptions for 80 yards. ... Jake Gandara of Fort Gibson led the East's rushing with 47 yards and one pass reception for 12 yards. ... Yukon's A.J. West of the West had a game-high 67 yards rushing on 15 carries.

Noteworthy: The West won for the fourth straight year, pushing its series lead to 20-11-2. ... Jaxon Uhles of Norman North won the Jim Thorpe player of the year award. ... Laverne's Tim Allen won the Oklahoma Coaches Association coach of the year.

Iranian news agency says it misquoted Rouhani

TEHRAN, Iran (AP) ? Iran's semiofficial ISNA news agency says it misquoted the country's president-elect Hasan Rouhani.

ISNA reported Friday that Rouhani said "the Zionist regime has been a wound on the body of the Islamic world for years and the wound should be removed" in remarks ahead of his inauguration.

The remarks, made during an annual pro-Palestinian rally, echoed longstanding views of other Iranian leaders and threatened to tarnish his image in the West as a voice of moderation in Iranian affairs.

But after an outcry, ISNA corrected the quote, saying Rouhani actually said "in our region and under occupation of Palestine and dear al-Quds (Jerusalem), there has been a wound on the body of the Islamic world."

A growing number of marketers are experimenting with and leveraging the mobile medium, learning the best ways to expand their strategic marketing competency, although many have experienced a few bumps along the way.

While this does not cover every misconception out there, the five following myths are offered and debunked to provide marketers with insight around a few common assumptions that can impact how they interact with their customers via the mobile medium. A good starting point is to define the practice of mobile marketing and clarify what it is not.

Myth 1: Mobile marketing means mobile advertising
The Mobile Marketing Association (MMA) defines mobile marketing as ?a set of practices that enable organizations to communicate and engage with their audience in an interactive and relevant manner through any mobile device or network.?

While technically that can include both marketing and advertising, it is critically important to distinguish mobile marketing from mobile advertising and approach your strategic use of them quite differently.

While mobile advertising includes ?paid? media, such as banner ads on another brand?s mobile Web site or paid mobile search campaigns in Google, mobile marketing is about ?owned? and ?earned? media.

It is more about your brand outlets and channels, your content and your desire to build long-term customer relationships than it is about creating ads. Think about the differences between public relations and advertising ? it is very similar.

While mobile advertising continues to make technology advances and provide more options for your ads, you are still using someone else?s Web site, application or channel.

With mobile marketing programs, you are enabling consumers to interact with your brand by delivering information to their mobile phones where you can control the experience.

Because of that, we believe that mobile marketing programs ? when done well ? are almost always going to be more insightful to consumer behavior and return better results.

This is not to imply that mobile advertising should not play a role in your overall marketing budget ? it probably should ? but if you are looking for a mobile marketing partner, simply engaging with one to develop an advertising program is a missed opportunity.

Myth 2: An iPhone app equals a mobile strategy
When we ask potential clients if their company is doing mobile marketing, many of them proudly say, ?Yes, we?ve launched both iPhone and Android apps.? That is a great start, but how are they reaching the other half of U.S. consumers?

ComScore reports that 58 percent of Americans own smartphones and 90 percent of smartphone owners have iOS or Android, so you are looking at reaching just 52 percent of Americans with your iOS and Android apps.

Smartphone apps are just one piece of your marketing puzzle in the way that mobile advertising is just part of the marketing picture.

Apps alone do not have wide enough reach. There is not a particular marketing channel ? digital or otherwise ? that offers the highest reach, engagement and ROI.

Your challenge as a marketer is creating the right recipe of mobile marketing programs ? for example apps, SMS, mobile Web, mobile-optimized email or QR codes ? with your other marketing channels.

Just as we would not advocate only using text message marketing, mobile touch points must be integrated across your organization and offer multiple opportunities for customer interaction and loyalty building for success in mobile marketing.

Myth 3: Mobile marketing is complicated
Admittedly, this one actually has some truth to it.

There is complexity around the carrier connections needed, the set of rules you need to follow, and the mobile technology options available, but the underlying use cases and common sense required to run effective mobile programs are similar to other marketing channels.

Ask yourself questions such as, ?Does this meet my customer?s needs?? and ?Am I adding value to the customer relationship?? and ?Is this an effective use of my marketing dollars??

If you can answer those questions positively and have a trusted mobile technology partner, implementing mobile marketing programs is not complicated. And that often means not rushing toward the latest and greatest marketing technology just because you can, such as augmented reality or a complicated user experience.

You can keep things simple with smart opt-in SMS communications, perhaps paired with a mobile microsite, and still see powerful results.

Myth 4: All mobile users are all the same
One of the reasons companies provide for not investing in mobile marketing is they believe it is not relevant to their demographic targets, that mobile only reaches Generation Y, or only reaches those with smartphones, or only those who are traveling.

Both third-party research and our direct experience supporting client programs debunks those assumptions.

Addressing the question of age, Google?s ?Our Mobile Planet? shows that 55 percent of Americans ages 30-49 and 25 percent of those over 50 owned smartphones.

As for mobile only reaching those on the go outside the home, Google reports that 52 percent of all smartphone users watch television while on their smartphones, and a study from Telef?nica?s O2 UK and Sony Mobile showed that 75 percent of the respondents used their phone while in the bathroom.

So while mobile users may be close to home or far away, as a marketer you should not make assumptions about them.

Myth 5: Mobile marketing is creepy
Do you worry about giving your mobile number to a company for fear of them sending you unwanted texts or calls? Do you think it is a bit intrusive to be walking by a store in the mall and get an instant alert on your phone that calls you by name to tell you the store is having a sale? You are not alone.

Mobile phone technology enables precise location tracking, which can be extremely helpful while using a mapping application but disconcerting when used without your knowledge or in ways you do not like.

But the reality is that when it comes to short code-based text messaging campaigns, the wireless carriers have in place strict consumer-focused opt-in guidelines, and Congress is bringing bills to the floor to discuss mobile privacy laws through applications and Web sites.

Those companies who do not obey have their programs shut off, are heavily fined, and are typically publicly dragged through the media for these practices.

Remember when online privacy concerns were a huge roadblock for ecommerce from taking off?

With $225.5 billion in retail ecommerce sales last year, it is fair to conclude that we are officially over that hurdle. ?The same can be expected regarding the trajectory of mobile privacy concerns.

There will still be a few unwanted text messages occurring and companies with unscrupulous practices, but it is unlikely that SMS spam will become widespread like it has with email and direct mail.

THE BOTTOM LINE is that companies have to earn consumers? express consent and must remain in compliance in order to take advantage of the benefits of mobile marketing. The industry is set up to ensure that.

Just as online privacy concerns are fading into the background, mobile consumers will learn to trust brands that have proven to be trustworthy.

Trade union backs strike action at UK's Royal Mail before float

LONDON (Reuters) - Trade union representatives at Britain's Royal Mail postal service voted unanimously in favour of holding a strike ballot, just months before a planned privatisation they strongly oppose.

Staff will hold a strike vote by the end of September unless a new pay deal with Royal Mail can be struck before then, around 500 representatives from the Communication Workers Union (CWU) decided on Thursday, in a vote that could complicate privatisation plans.

"CWU is committed to holding serious negotiations with Royal Mail to achieve settlement on these issues, but efforts to date do not bode well," said Dave Ward, deputy general secretary of the CWU.

Britain has said it wants to begin the privatisation of the 497 year-old state-owned service by floating a majority stake on the London Stock Exchange this financial year. Workers will be given 10 percent of the company in free shares.

The CWU, which represents most of the firm's 150,000 staff, says the sell-off is unnecessary and fears pay and working conditions will be compromised under private ownership. The union rejected a three-year pay offer from Royal Mail in July.

Royal Mail said it was disappointed that the CWU was planning a strike ballot, adding that negotiations were ongoing and that it considered disruptions to the postal service unhelpful.

None of us knows when or how we will die and most take it for granted that we have no say in the matter. ?But some of us who may suffer a long illness can control how long we will live and under what conditions.

Cancer, heart disease, Alzheimer?s, AIDS, diabetes: eventually they may be the enemy. Regardless of our age and present health condition, it is important to let your partner, close friends, family, health care provider, and lawyer know your wishes with regard to end of life matters and ?Dying with Dignity.?

This conversation, as difficult and painful as it may be, must begin now.? Forethought and planning may assure that you will be surrounded by loved ones, in your own bed, pain-free, and comforted. ?Some may even be able to determine the time and manner of their passing.

When these decisions are made while you are still in good mental and physical health, steps must be taken to assure that those wishes and decisions are fulfilled.? Legal documents, including a Will, Living Will, Health Care Power of Attorney, Financial Power of Attorney, and Disposition of Remains, must be completed.

So many in the LGBT community have been caregivers and have experienced these difficult situations.? We have rushed to emergency rooms, sat at bedsides, and said our goodbyes at a hospice.? The number of these experiences will multiply as we, our friends and families of choice, age.

With age comes knowledge and experience, and sometimes the weight of that information bears heavily on us.? We have seen loved ones pass away in different circumstances and from different causes.? Some have passed with full knowledge and understanding of their situation, others with no time to think or plan.

Medical science has proven that it can keep us alive beyond expectations.? One of the questions becomes, how long is long enough?? When is it no longer worth the pain, the burden on loved ones, the money?

Who is allowed to choose your quality of life??? According to medical ethicist and author, Dr. Frank Barham, ?Patient?s wishes should trump everything, and they should be voiced and legally documented.?

There are no easy answers.? So many unknowns.? Such difficult decisions.? Have you ever hoped that someone would die more quickly so that their pain would end?? Have you asked yourself; is it worth a day or a month to simply lie unaware of your situation or surroundings, or in pain, bedridden, and waiting for the end?

What is the threshold quality of life that would make you decide it is time?? Dr. Braham recommends, ?Ask the patient, or yourself, in advance about threshold circumstances.? Ask hard questions and seek concrete answers.?

In some cases terminally ill patients may be able to determine the time and manner of their passing. ?A conversation has restarted about the taboo topic that Dr. Jack Kevorkian brought to light decades ago ? assisted suicide. ?Some European countries permit some form of assisted suicide, as do four states: Washington, Oregon, New Hampshire, and Vermont.? New Jersey is contemplating ?Death with Dignity? legislation that would permit people to make their own choices, with many restrictions.

IBM, Poland university digitize Martin Luther, medieval texts

Wroclaw University Library, based in Warsaw, Poland, is partnering with IBM to digitize 800,000 European manuscripts, books and maps that date back to the Middle Ages.

The project aims to create the largest digital archive of medieval manuscripts and ancient atlases in Poland. The effort is funded through the European Union's Regional Development Fund.

Overall, 1,100 medieval manuscripts were digitized as were old prints, maps and music. More than 140 documents were conserved. The Wroclaw University Library was founded in 1811 and contains the following:

  • Early publications of Martin Luther, Miguel de Cervantes, and William Shakespeare.
  • Statuta synodalia episcoporum Wratislaviensium,? which has everyday prayers printed for the first time in Polish by Kasper Elyan in 1475.
  • "Legenda major de Beata Hedwigi," published by Konrad Baumgarten in 1504.
  • Once digitized, the texts will be available to anyone on the Internet. To date, the documents were available to few students and scientists.

As for the technology, the digitization effort was implemented by IBM partner ProSystem SA, which build a platform based on IBM System x 3550 M3 servers, IBM Storwize V7000 Unified Disk Systems and IBM System Storage SAN24B-4 Express storage systems.

Keep a group journal in your hotel room while traveling. Invest in something as inexpensive as a spiral notebook, and allow the people you are traveling with to write in it during down time. This will provide an interesting read later and will be a nice keepsake from your trip.

Write down your travel plans and leave a copy with friends or family. It is always wise to prepare for the unexpected. Should you go go missing, someone is sure to notice much sooner this way. Knowing what your plans were will also be very helpful to the authorities.

If you are traveling in a poorer country, consider purchasing a large woven sack, like the type used to transport potatoes or other vegetables. Put your bag into this sack, and it is protected from dust, bugs, and moisture. It also nicely camouflages your possesions against thieves, as they will see a bag of farm goods instead of a tourist's bag.

Use vacuum bags to pack more into your carry-on luggage. Trying to fit everything you'll need for your trip into a carry-on-sized bag can be challenging. To maximize the space, try using travel vacuum bags for your clothes. You insert your clothes, zip the bag, and roll it to remove the air. Just be sure to unpack as soon as you arrive at your destination so that your clothes have time to return to their normal shape.

Use travel as an educational tool for the members of your family. If you take reasonable precautions, there is no reason to fear travel to the developing world. It can be a great chance to show your children how the world outside of your country works. Time spent abroad helps you understand and appreciate diverse cultures. In addition, it encourages an acceptance and tolerance of ways of life that differ from your own.

Flexibility pays when it comes to booking your plane ticket! If your arrival or departure dates aren't set in stone, you can often times find better deals on tickets. Likewise, if you're willing to depart from a variety of airports in the area, you can often save big bucks.

If you're going on a road trip, bring an extra gallon of water with you. While you may think to bring bottled water, you probably wouldn't think of bringing a jug. A gallon of water can be useful for brushing your teeth, washing sticky stuff off your hands, etc. You never know when you may need to wash your hands and not be close to a rest stop or worse, to be near a disgusting rest stop.

If the hotel you're staying in doesn't offer free wifi, try asking for a room on the first or second floor. Most of the time in cities, there are tons of cafes around that offer free wifi and you can pick those signals up when you're on the lower floors.

Traveling with children is very different than traveling alone or with adults. Young children in general do not have the social skills to always behave as they should. Be patient with children, bring along a lot of healthy snacks and even a few unhealthy ones to help their temperament. Be sure to have lots of easily accessible activities handy as well. Try to avoid travel when your child is extremely sick if at all possible.

If you are taking a cruise, bring a tackle box and use it to store your valuables. Most thieves are only interested in what they can quickly find and get out with. They probably will not think to look in a tackle box for valuables.

Hawaii braces as tropical storm crosses islands

HONOLULU (AP) ? Forecasters monitoring a tropical storm crossing Hawaii were still warning residents and tourists on Monday to brace for possible flooding, wind gusts, mudslides and big waves, even as the storm weakened on its journey.

Earlier, local television stations extended morning news, pre-empting syndicated daytime shows to cover the storm's approach.

But Tropical Storm Flossie faded through the morning, thanks to winds that broke layers of the storm apart, said Tom Evans, acting director of the Central Pacific Hurricane Center.

Warnings about the storm didn't stop some tourists from heading to popular beaches, despite urgings from state officials to cancel all beach trips until further notice. In Waikiki, beaches were unusually sparse as those outside contended with overcast skies and rain ahead of Flossie's arrival.

Kelly Tarkington, a college student from Savannah, Ga., got a sunburn from spending eight hours on the beach Sunday but had to take refuge from the rain under a beach umbrella Monday along with her aunt.

"We just came to enjoy the beach ? attempt to at least ? and now it's pouring rain so we're under our umbrella. It's awful," said Tarkington, 21.

But she said the weather was mild compared with back home, so her experience won't stop her from returning to Hawaii.

If it keeps raining, she said, she'll do more shopping.

As of midday, the storm was centered about 65 miles north-northeast of Hilo on the Big Island, and 200 miles east-southeast of Honolulu.

Michael Cantin, warning coordination meteorologist with the National Weather Service in Honolulu, said the storm would likely be downgraded to a tropical depression within 12 hours.

He said it could be downgraded before hitting Maui if it keeps deteriorating at the same rate as much of Monday.

"The weakening happened quite rapidly," Cantin said.

Residents and government officials spent the weekend preparing for the storm's arrival. College campuses and courts were closed Monday on the Big Island, and the Red Cross was gathering volunteers to staff 24 shelters statewide.

The U.S. Coast Guard closed three ports ? two on the Big Island where the storm was expected first, and a third port on Maui. Airports statewide were open Monday but many flights were being canceled.

Even in its weakened state, Cantin said Monday afternoon that Flossie's winds could potentially knock down power lines because of their unusual direction.

Trails and campgrounds also were closed on the Big Island, where state officials warned people to avoid forest areas until Flossie clears.

Officials warned people to finish necessary storm preparations early and leave their homes if asked.

"I woke up to blue skies. It was just a beautiful day out," Ian Shortridge, 22, of Kealakekua, on the west side of the Big Island, said Monday. "It hasn't rained all morning. We are waiting for the rain."

Shortridge said he saw McDonald's employees boarding up windows Sunday. Store shelves were running low of essentials like bottled water and toilet paper, he said.

Hawaii Gov. Neil Abercrombie signed an emergency proclamation that allows the state to use its disaster fund to pay for staff overtime, supplies and other resources. The proclamation also gave state officials the option to call Hawaii National Guard members to duty.

Forecasters said the storm would likely bring rain of up to 6 inches on parts of the Big Island and up to 2 inches on other islands. The storm's 40 mph winds will continue to weaken, Evans said.

Evans said tropical storm warnings will remain in effect for all of Hawaii's islands until Flossie is classified as a depression rather than a storm.

The warnings mean the storm represents a threat to life and property.

Melanie and Ian Jenkins of Portsmouth, England, tried to catch some sun lying on Waikiki Beach but were close to giving up as raindrops fell on the sand.

"The showers are getting colder and colder each time, and I might give up in the next half hour," Melanie Jenkins said.

"It's still warmer than England," her husband said.
